Presidents - Lech Walesa and Boris Jelcyn - sign "The Treaty of Good Neighbourship and Friendly Cooperation" between the Republic of Poland and the Russian Federation, in which, among other things, the folowing declaration is presented: "The Parties will cooperate for growth of both mutual and transit transport connections and related infrastructure in all areas of transport including pipeline transport and power lines".

The Council of Ministers appoints an inter-ministerial team to establish conditions for construction of a transit gas pipeline from Russia to Western Europe. The team consists of representatives of the Office of the Council of Ministers, Ministry of Industry and Trade, Ministry of Foreign Affairs, Ministry of Finance, Ministry of International Economic Cooperation as well as the Bank Handlowy and Polish Gas and Oil Mining Enterprise (PGNiG).

The governments of Poland and Russia sign the „Agreement Between the Government of the Republic of Poland and the Government of the Russian Federation on Construction of Transit Gas Pipeline System for transportation of Russian Gas through the Territory of the Republic of Poland and on Deliveries of Russian Gas to the Republic of Poland”.
Article1 of this Agreement declares: „The Parties, willing to create conditions for mutually advantageous cooperation in design, financing, construction and operation of the system of transit gas pipelines in the territory of the Republic of Poland for deliveries of Russian natural gas to Western Europe and to the Republic of Poland, support establishing a joint stock company by the Polish Oil and Gas Company, having its registered office in Warsaw, and the Russian GAZPROM joint stock company, having its registered office in Moscow, for the purpose of construction and operation of the system of transit gas pipelines.”

The above-mentioned Agreement is approved by the Council of Ministers of the Republic of Poland with its Resolution No. 76/93.
